Information for
Municipal Offices Proposal 2021
The Town has recently created a 10-member Capital Building Committee charged with reviewing the Town's needs for office space to continue and expand services, better organize the Town's facilities, provide a financing plan for the capital expenditures. This group will also develop the public facilities portion of the Comprehensive Plan providing recommendations for planning and proposed projects to the Board of Selectmen, Advisory and Finance Committee, and Town Meeting.

In April of 2021, the Board of Selectmen issued a Request for Proposals (RFP) for office space. Such space requested was for at least 25,000 square feet meant to house all offices in the Town Hall, all offices in the Town Hall Annex, Recreation space, the Council on Aging and sorely needed meeting space. We also added in the ability to have Highway offices located there for an additional 2,000 square feet. Included in the RFP was an excerpt of a Municipal Building Needs Plan drafted by the Town Administrator.  The Town received two proposals, weighed the cost benefits of each, and formed a recommendation to present to the Town. On June 27, 2021, the Board of Selectmen voted to select the proposal offered by SM Management LLC at 262 Swansea Mall Drive. The proposal included a fully built out office space of just under 45,000 square feet. Unfortunately, we were unable to move forward after running into some legal snags. The presentation and meeting information is below and is still quite helpful in demonstrating the issues facing the town regarding its infrastructure and the growing demand for increased space for a professionalizing community.

Previously, voters shot down a 2018 plan to construct a new facility to house the departments within the Town Hall and Town Hall Annex.
