Procurement, Purchasing, and Bidding Opportunities
Below is a list of current bids that are available through this office. Please note: requests for bid documents, questions, inquiries, etc. must be made to procurement@swanseama.gov. The Selectmen's Office and any department associated with the bid will not answer questions over the phone, in-person, or by email. Further, by emailing us, it will ensure you will be added to a plan holders list and will receive any addenda or announcements that may be issued.


April 12, 2024 - PEARSE ROAD DRAINAGE AND ROADWAY IMPROVEMENTS

In accordance with Massachusetts General Laws, Chapter 30 Section 39M, the Town of Swansea seeks competitive bids from qualified bidders to provide road drainage and roadway upgrades for Pearse Road. Interested parties are requested to submit sealed bids clearly marked “BID FOR PEARSE ROAD DRAINAGE AND ROADWAY UPGRADES” to the Town Administrator at Swansea Town Hall, 81 Main Street, Swansea, MA 02777, in accordance with the instructions contained within the invitation for bid (IFB), available by emailing procurement@swanseama.gov whereby a complete copy of the bid and specifications will be sent as an email attachment. Bid bond of 5% of total contract price must be provided with bids. Prevailing Wage rates apply. Proposals will be accepted until Thursday, May 16, 2024 at 10:30 a.m. at which time bids will be publicly opened and read.  The successful bidder must commence on or before June 24 or within (10) calendar days after receiving a written Notice to Proceed and must substantially complete all work under the Base Bid prior to November 30, 2024, but work on school property must be substantially complete by August 24, 2024. It is anticipated that the contract will be awarded within thirty days (30) days. The Town of Swansea may cancel this IFB or reject in whole or in part any and all proposals, if cancellation or rejection serves the best interest of the Town. The Town will award the bid to the lowest responsive and responsible bidder. Performance, labor and material bonds of 100% of contract price required at execution of contract.


 March 13, 2024 - Town Fuel System Replacement
Pursuant to MGL Chapter 30, Section 39M, the Town of Swansea invites bids from qualified vendors to furnish and install a new above ground storage fuel facility comprised of two (2) 6,000 gallon concrete encased tanks (gasoline and diesel) with full dispensing, monitoring, and fire suppression system, to be located at 101 Gardners Neck Road, Swansea, MA 02777. Vendors must have DCAMM certification. Qualified vendors are requested to submit sealed bids clearly labeled “Town Fuel System Replacement”, in accordance with the bid documents available electronically by emailing procurement@swanseama.gov to the Town Administrator, 81 Main Street, Swansea, MA 02777 no later than 2:30 p.m. on April 4, 2024.  A 5% bid deposit is due at time of submission and a 50% payment bond and 100% performance bond must be provided at time of execution of contract. Prevailing wage rates apply. Electronic submittals are not acceptable. Questions must be submitted in writing to procurement@swanseama.gov no later than 3:00 p.m. on March 27, 2024. The Town of Swansea may cancel this IFB or reject in whole or in part any and all bids if cancellation or rejection is in the best interest of the Town. Bid award will go to lowest responsible and eligible bidder.




November 1, 2023 - Demolition of Structures, Medeiros Farm, 1100 Bark Street, Awarded 12/12/23 Pasquazzi Brothers 
In accordance with MGL Chapter 149, the Town of Swansea invites bids from qualified vendors for the demolition and hazardous materials abatement of five structures located at 1100 Bark Street. Some asbestos containing materials (ACM) and other hazardous materials have been identified and must be removed prior to demolition. Interested parties are invited to submit sealed bids in accordance with the bid documents, available electronically by emailing procurement@swanseama.gov .  Bidders must be certified by MADLS as licensed asbestos contractor. A 50% payment bond must be provided at time of execution of contract. Prevailing wage rates apply. 

Sealed bids will be accepted until Friday, December 8, 2023 at 12:00 p.m. and will be publicly opened forthwith at the Swansea Town Hall, 81 Main Street.  Bids must be clearly labeled “MEDEIROS FARM BUILDINGS DEMOLITION” on the envelope and are to be delivered via mail or hand delivery by the bid opening date to the Town Administrator, 81 Main Street, Swansea, MA 02777. The Town of Swansea may cancel this IFB or reject in whole or in part any and all bids if cancellation or rejection is in the best interest of the Town. Bid award will go to lowest responsible and eligible bidder.



August 28, 2023 - Leasing Opportunity to House a Temporary Facility for the Swansea Public Library

In accordance with the Massachusetts General Laws Chapter 30B Section 16, the Town of Swansea is hereby requesting proposals from property owners in the Town of Swansea for temporary building space to accommodate the Swansea Public Library during the construction of a new facility. The temporary building space must be located within the Town of Swansea. Outlines of the search and requirements for the facility are detailed in a Request for Proposals (“RFP”) document. Proposals will be received at the Selectmen’s Office, Swansea Town Hall, 81 Main Street, Swansea, MA 02777 until 12:00 P.M. local time on September 22, 2023. Proposals will be publicly opened and read aloud.  Copies of the RFP document may be obtained by contacting the Town of Swansea’s Owner’s Project Manager as listed below: Pomroy Associates, c/o Alexandra Murphy, P.O. Box 445, East Bridgewater, MA 02333, (508) 456-4232, AMurphy@PomroyAssociates.com.  The Town of Swansea reserves the right to waive any informalities, to accept or reject, in whole or in part any or all proposals, or take whatever other action may be deemed to be in the best interest of the Town.

June 6, 2023 - Disposition of Property - Taft Avenue, Swansea, MA

The Town of Swansea is seeking proposals for the disposition of town-owned property, located on TAFT AVENUE, Swansea, MA, Assessor' s Map 80 Lot 59. Bid documents are available by emailing procurement@swanseama.gov .  Sealed proposals shall be submitted in hand or via mail delivery in an envelope clearly marked "DISPOSITION OF PROPERTY - TAFT AVENUE, SWANSEA" to Mallory E. Aronstein, Town Administrator, Swansea Town Hall, 81 Main Street, Swansea, MA 02777 by 2:30 p.m. on Tuesday, July 18, 2023. Bids submitted through electronic mail or fax will not be considered.  The property will be awarded to the highest bidder. The property has an assessed value of $150,000 according to an appraisal paid for by the Town (2022). The property is known to be a buildable lot, is .64 acres and is a rectangular lot with frontage on Taft Avenue. Minimum bid of $125,000 is required.   A deposit of 5% of the bid must be provided at time of bid. The Town will retain the bid deposit in the event the highest bidder fails to execute a Purchase and Sale Agreement. Deposits will be returned upon final agreement of the highest bidder.  All proposals submitted in response to this RFP shall remain firm for sixty (60) days following the submittal deadline. It is anticipated that the Purchase & Sale Agreement will be executed within thirty (30) days after the submittal deadline. The Town of Swansea may cancel this RFP or reject in whole or in part any and all proposals, if they determine that cancellation or rejection serves the best interest of the Town of Swansea.

December 28, 2022 - Engineering and Design Services - Route 6 Corridor Sewer Collection System - Awarded to Wright-Pierce Engineering
The Town of Swansea seeks Proposals from qualified firms to submit competitive proposals for design and engineering services for the Route 6 Corridor Sewer Collection System. The Town is utilizing American Rescue Plan Funds (ARPA) as the next phase after a successfully negotiated IMA with the Town of Somerset. Proposals are due no later than Thursday, February 2, 2023 at 2:30 p.m. and shall consider engineering design services, permitting assistance, bidding assistance, and construction oversight services for sewer collection and transport system. Full RFP documents available by emailing procurement@swanseama.gov. Questions due in writing no later than January 17, 2023 at  3:00 p.m.

December 14, 2022 - Owners Project Manager Services - Town Hall/COA and Highway Garage - Awarded to CHA Consulting Inc

The Town of Swansea invites qualified applicants to submit competitive proposals to provide Project Management services overseeing the Design Phase of two new municipal structures: a conjoined Town Hall and Council on Aging and a Highway/DPW Facility. RFQ documents are available at by emailing procurement@swanseama.gov whereby an emailed copy shall be sent. An informational session will be held on Wednesday, January 11, 2023 at 1:30 p.m. at the Council on Aging, 260 Ocean Grove Avenue, Swansea, MA. Sealed proposals are due via mail or hand delivery no later than Monday, January 30, 2023 at 2:30 p.m. clearly marked “TOWN HALL/COA/HWY OPM SERVICES” on the exterior envelope to Mallory Aronstein, Chief Procurement Officer, 81 Main Street, Swansea, MA 02777. Final price to be negotiated with selected firm and the Town. The Town of Swansea reserves the right to accept or reject any and all proposals.
